Just ran across EasyPHP. It installs an Apache server, a MySQL database, full PHP capability, and PHPMyAdmin on your Windows XP machine. And even better: it’s free!

Another good resource, if you’re looking for such things, is XAMPP, which is the same idea but also provides Perl, Mercury mail server, FileZilla FTP server, and some other utilities.
