Kennewick to Fully Implement Flashing Yellow Arrow - Confusing?

According to a story on the KVEW TV website Kennewick traffic engineers have decided to use the flashing yellow arrow signal lights throughout the city. Currently there are 4 installed. I run into the one on Deschutes and Columbia Center Blvd on a regular basis.

According to Kennewick traffic engineer John Deskins the studies show the signal decrease vehicle accidents at intersections. The remainder of the left turn yield on green light signals are to be replaced with the flashing yellow arrow in the next few years.

“They did a pretty in depth research that showed this was a better and more understandable treatment, and when people didn’t understand it, they made better decisions. . . safer decisions,” Deskins said.

I know I hate it when I am waiting in the turn lane and there is no traffic approaching, but I am not allowed to turn. This should help traffic flow, but like the new round-abouts in town — where some people stop if there are any cars in the round-about and others speed through them without a care — now they have a blinking yellow turn signal to deal with. Hmm. Wonder what yellow means? Hmmm. Wonder what blinking means? Hmm. Arrow says to turn. Guess I will ignore oncoming traffic….

    I got cornfused at one of those yellow arrow flashing lights…but then I figured it out and turned…afterward I thought, “Huh, that was interesting.”

    I was confused by it too. At first I stepped on the gas, because I’m used to the green arrow, and then I had to slam on the brakes as soon as my mind registered the fact that it was yellow, and not green.
